Toshiyuki Miyoshi is Vice Minister for International Affairs at the Financial Services Agency (FSA) of Japan. He plays leading roles in various international fora. He serves as the Chair of the Executive Committee of the IAIS and is a member of the FSB Plenary. He has also served as Chair of the IFRS Foundation Monitoring Board and Vice Chair of the Corporate Governance Committee of the OECD.

Toshiyuki was Vice Commissioner for International Affairs from July 2023 to July 2025. He was a member of the Basel Committee on Banking Supervision and an alternate member of the FSB’s Standing Committee on Supervisory and Regulatory Cooperation. From June 2022 to July 2023, Toshiyuki was Deputy Director-General of the Supervision Bureau and worked on supervision of Japan’s major banks and insurance companies as well as branches and subsidiaries of foreign banks and insurance companies in Japan. He also led the work on financial sector issues at the G20 and G7 from July 2020 to July 2024.

Toshiyuki holds a bachelor’s degree in public law at the University of Tokyo and a Master of Philosophy in Politics at the University of Oxford.
