Jazmin Bernal Lugo joined the Central Bank of Paraguay in 2005 and has built her career in insurance supervision, regulation, and legal affairs within the institution. She is currently the head of the Superintendency of Insurance, Paraguay’s national insurance supervisory authority, a position she has held since March 2024.

Her professional experience encompasses senior legal and regulatory responsibilities related to insurance supervision. She is also responsible for the advisory and coordination roles supporting institutional governance and regulatory initiatives within the Central Bank of Paraguay.

She has been a member of the Board of Directors of the Asociación de Supervisores de Seguros de América Latina (ASSAL) since 2025.

Recognized as a “Leader Who Transforms” (Latam Transformational Leader Award 2024) for outstanding contributions to innovation, leadership, and gender equity in the insurance sector across Latin America.

She holds a law degree from the Universidad Nacional de Asunción, graduating with honors, and completed postgraduate studies in Spain, including a Master in Insurance Management and Technique from the Universidad Pontificia de Salamanca and a Juris Master from the Universitat Pompeu Fabra.
