Public consultation on the review of the Global Monitoring Exercise – Individual Insurer Monitoring assessment methodology

Background information
The Global Monitoring Exercise (GME), a key part of the IAIS Holistic Framework, identifies risks and potential systemic issues in the global insurance sector. It includes an annual assessment of systemic risk concentration at the individual insurer level using the Individual Insurer Monitoring (IIM) assessment methodology.
The IIM assessment methodology calculates a total score for each of the IIM participating insurers. This score provides an indication of the extent of the possible build-up of systemic risk in the individual insurer.
As outlined in the public GME document, the GME evolves continuously. The IIM methodology is reviewed every three years to reflect changes in the insurance sector, insurers’ activities, market growth, and advances in measuring systemic importance.
The objective of this public consultation is to seek stakeholders’ input on the review of the IIM assessment methodology for the next three-year cycle of application (2026-2028). Input received through this consultation will be considered in the finalisation of the IIM assessment methodology and will be reflected in an updated public GME document.
Feedback on the document is invited by 18 August 2025 24:00 CEST. All consultation questions are optional, so stakeholders may comment only on a subset of questions. After this deadline, the consultation tool will be closed, and it will no longer be possible to submit comments.
